Non Break Tallars Time?

Is it safe to say Non Break Tallars event Happens at the end of each month?

just so we can predict when to be available for it. if you dont know when the event starts you can literally miss the first 2 days with the wrong schedules..

please can we get confirmation or clarification? i dont think its random i think its set dates we just havent declared it.
