Sounds like you can drink a certain number of broths per amount of time until any broths fade off of you, each broth has a value of toxicity, you cannot exceed 100 points of toxicity. aka you can't get more than 100% drunk.
The first is "Active Broths", which is similar to active effects, so it reads "Abesent" as you have no broths.
The third section like the first is "Broths Availabe", since you have no broths or broth items, you can't use any and it also reads "Abesent"
The middle section "Intoxication Level" is a progress bar showing how much "Toxicity" out of 100 you have from what "Active Broths" you have, and a small explanation below the progress bar of what the progress bar represents.
