wrong link wheel of fortune

The link in the city charter description (http://warofdragons.com/artifact_info.ph…act_id=95626855), about the wheel of fortune, does not go to a page about the wheel of fortune, but to a almost blank one wich says:
Inhabitants: Ogriy / Khair
