In order to receive a Souvenir Draft, you need to complete the quest An Unusual Invention. You can get this quest by speaking to Globius at Pacifist Hills. However, once you complete the quest, you'll have the opportunity to choose only One of the three drafts. The rest of the souvenirs you will have to buy from other players.

In addition to that... you can have 2 people send you the souvenirs you need... and the third one you can make yourself... and keep it in your backpack in order to complete your quest.
After that, you can sell it to someone who needs it...
