Bug in CC event?

Yo yo yo...maybe I'm wrong so I'm just asking but aren't the 17s and 16s be together in this magic storm CC event? I thought it was 18 and 19 and 16 with 17? right now, 16s are alone and 17s too which means no CC is going at these two levels right now. Is that a mistake? should they be together?

There's an announcement saying lvl 18 & 19 are together, while the lvl 17 group only fight among lvl 17.

17:14 info: Warriors! Please note that during this weekend players of level 19 will be playing in Crystalling Caves with players of level 18, while players of level 17 with players of level 17. Have fun!
