Please look in the upper left of your screen, there is a green bar that states your % to the next level.
"if" this bar is at 100% simply log out of the game and back in and your level will increase (Rarely does this happen)
This statement This quest continues once you have proven your abilities and strengths by reaching level 3 just means that "once" you get to level 3 there is another part of the quest for you to do.
