Badly implemented rune upgrade?

Don't know who should I report this to. I spent a lot of resources to upgrade my pants rune from blue to purple lv6, but going from lv5 to lv6, the rune did not gain any extra stat points.

Doesn't seem like a glitch, rather that the rune's end form wasn't implemented right.
