Elements are used to upgrade runes. They can only be used on blue runes (or Rune of Speed Sid of any colour). Runes can be upgraded from stage I to stage VI, with each stage its stats will improve.
Runes that are not embedded in armour cannot be upgraded. To use an element, click on it in your backpack and in the dialogue box choose the item you want to improve. If the item is equipped, it will not appear on the list.
Every element used on the rune will improve the rune towards the next stage. A message in chat will appear informing about the percentage of upgrade:

How much each element will improve the rune is determined by luck, but it also depends on the rune's stage. There are three possibilities for each stage:

To upgrade Rune of Speed Sid (regardless of its colour) only one element is needed for each stage, and upgrading Gor Rune of Capacity also requires fewer elements (maximum number of elements for each stage is 2, 4, 10, 16 and 25). Legendary runes need as many elements as regular runes for armour.
Where to obtain elements
Elements for most runes are made by jeweller. However, there are exceptions.
Elements for the boots Runes of Speed Sid can be obtained by completing the Sid Speed Element collection. You can receive pieces of that collection when buying red two-handed or main weapons at the Trade Fair.
Elements for bows and quivers can be bought at the Trade Fair, for clan weapons - in the Clan Citadel shop, and elements for artisan's bags can be acquired in the Professional Shop in Guild of Artisans.
Jewellers Esmeril and Korundum will be able to make 4 elements from each such stone. They will not do it for free though - you will need to pay 5 every time you exchange the stone for elements.
