Patches can be obtained by using Special Treatment Set obtained from various events. You can choose any Patch from the list of patches including Patches for reputations that you CANNOT yet access. In this case you will not be able to use the chosen Patch. Using patches is subject to the same restrictions as earning reputation through standard means, including level requirements and initiation quests. However, certain patches have different reputation limits, you can find the info about that on each Patch.
